Extreme Weather Response Program

The following section provides information on the Extreme Weather Response program.

What is the Extreme Weather Response program? 
The Extreme Weather Response program enables communities to temporarily increase the number of emergency shelter beds during extreme weather conditions that threaten the safety and health of homeless individuals and families when the existing emergency shelter beds within the community are overwhelmed. The program only funds time-limited, temporary shelter beds needed during extreme weather conditions.

BC Housing's Extreme Weather Response Policy document is available to download as a PDF file. This document contains information required for developing a community plan, funding eligibility, allowable expenses, and requirements to submit statistics and expense claims.

How does a community establish an Emergency Weather Response program? 
The following criteria must be met to be eligible for Extreme Weather Response funding:

  • Community planning groups must submit their Extreme Weather Response Plan by October 31st each year.
  • Extreme weather shelter operators must be included in their community's Extreme Weather Response Plan.   
  • Extreme weather shelter operators must have prior approval from BC Housing's Regional Office for their Extreme Weather Shelter Nightly Budget.   
Extreme weather shelter operators are encouraged to submit their budget with the Extreme Weather Response Plan submitted by their community.
