Shayne Ramsay,
CEO
Prior to his appointment as the Chief Executive Officer of
BC Housing, Shayne Ramsay served as Chief Executive Officer
of the Homeowner Protection Office, Director of Development
Services for BC Housing, Director of Housing Policy and
Program Development with the former BC Ministry of
Municipal Affairs and Housing.
In addition to his work as the CEO of BC Housing, Shayne is
also the Treasurer of the Canadian Housing and Renewal
Association and President of the Crown Corporation
Employers’ Association.
Shayne has a graduate degree in urban planning from the
University of Toronto.

Dan Maxwell, Vice President
Corporate Services & Chief Financial Officer
Dan Maxwell is a chartered accountant who worked as the
Director of Internal Audit for the Office of the
Comptroller General of BC and an auditor in private
industry before joining BC Housing as the Director of
Finance in 1996.
Dan left BC Housing in 1999 to help create the Homeowner
Protection Office where he held the positions of Chief
Financial Officer, Chief Operating Officer and Acting Chief
Executive Officer. He returned to BC Housing as the Chief
Financial Officer in 2003.
Dan has a degree in commerce and business administration
from the University of British Columbia.

Craig Crawford, Vice
President of Development Services
As the Vice President of Development Services, Craig
Crawford draws on his more than 20 years experience in the
housing industry.
Prior to coming to BC Housing, Craig worked in the
Building and Planning Department for the City of Vancouver.
He joined BC Housing in 1990 working as both a Senior
Development Technician and Manager of Technical Services
before becoming the Director of Development Services in
1998 and the Vice President of Development Services in
2005.
Craig has a diploma in Building Technology from BCIT and a
Masters in Business Administration from Simon Fraser
University.

Agnes Ross, Executive Director
of Human Resources
For more than a decade, Agnes Ross has lead BC
Housing’s HR team and stewarded the
organization’s growth from just over two hundred
staff members to the almost six hundred people it employs
today.
Most of BC Housing’s growth occurred at a time
when the province was beginning to experience the effects of
retiring baby-boomers and an increased competition for
talent. To ensure that the organization had the people it
needed to carry a larger and more challenging mandate, Agnes
led the development of a number of innovative programs in
support of a strategic People Strategy. The BC Housing People
Strategy reflects best practices in employee development and
recognition and a culture of accountability.
Prior to 1997, Agnes Ross managed the Human Resources
function for organizations like Consumer and Corporate
Affairs and the Woodlands Institution. Agnes brings with her
an extensive background in all functional areas of Human
Resources Management.
Agnes is designated as a Certified Human Resources
Practitioner (CHRP) with Bachelor of Arts degree in
Psychology and English from the University of Calgary. |

Susan Thom,
Executive Director of Corporate Communications
Prior to joining BC Housing in 1993, Susan was
the Regional Manager of Public Affairs with the former
Employment and Immigration Canada (currently Service
Canada) where she was employed for 17 years. Susan brings
with her extensive experience in government, media and
community relations.
Susan is an Accredited Business Communicator with the
International Association of Business Communicators (IABC)
and has served in different capacities on their local,
national and international boards. Over the years, she has
earned some 18 provincial, national and international
awards from both IABC and the Canadian Public Relations
Society (CPRS) for various communications programs.
Susan attended the University of British Columbia prior to
switching her focus to the news media and graduated from
Broadcast Journalism at the British Columbia Institute of
Technology (BCIT).
